Purpose
Forest Management Blocks are a fundamental forest management administrative unit. FORMB100 plays a key role in describing the location of forest related entities such as logging coupes both at the block level and at higher levels such as districts and FMAs.. Entry of linework is consistent with the Departmental Standing Instruction (no. 01-20-0246- 1).The instruction states that FMA boundaries must follow block boundaries and that block boundaries must follow stable features such as roads, streams etc. The Departmental Instruction can be found in the supporting documentation. Any future alterations to FMA or block boundaries require approval as per the Instruction. FORMB25 is a related dataset which delineates areas down to the compartment level. FORMB25 and FORMB100 should be maintained concurrently. However, until the FORMB25 coverage is complete, the FORMB100 coverage is the most authorative statewide definition of block and other administrative boundaries. The AS2482 code which reflects the feature used to define the boundary (eg: road or stream) should be completed.

History: FORMB100 was created to replace the original BLOCK100 coverage. which only contains linework for the eastern half of the State. With the introduction of 'regions' into ARC/INFO it is now possible to include BLOCK, FMA and WORK_CENTRE boundaries in the one coverage, thus the new FORMB100 coverage was created making the original BLOCK100 coverage redundant. The BLOCK100 coverage will be archived in order to retain the compartment boundaries which could be used as a guide for collecting compartment boundaries at 1:25 000. Unfortunately the arcs in BLOCK100 did not contain any attributes. Ideally these arcs should have been re-retrieved from the base coverages so that the arc attributes could be maintained but due to time constraints this was not possible. As a result, the following FMAs in the FORMB100 coverage contain very few coded arcs: North-East and Benalla-Mansfield. The arcs in Central- Gippsland FMA contain AS2482 coding but very few SOURCED and SOURCEA coding. While compiling the FORMB100 coverage, several new blocks were created and some block numbers were changed. The new blocks include: Darraweit, Werribee, Modewarre, Teesdale, Bannockburn, Balliang, Werribee Gorge, Myrniong and Bullengarook in the Midlands FMA and Wallan in the Central FMA. Details of any changes can be found in the file: Forest Management - Block Standardisation - BLOCK1000/100/25 (file 94/1410).<P>FMA100 and BLOCK100 layers will be replaced by this single layer.<P>FORMB100 Layer Description1 Relationship to other Datasets: FORMB100 boundaries are partially derived from ROAD100, HYDRO100, UTIL100, TOPO100 and LANDMMT100 linework. Current Design Issues: Ther are currently 13 region subclasses associated with this dataset. They represent a variety of aggregations of blocks to form various administrative constructs (both current and historic) including VicForests administrative areas.. Future Design Issues: There are currently some limitations to the plotting of labels in regionalised coverages which contain islands (eg. French Island and Phillip Island). Until this problem has been resolved, all items have been retained in the FORMB100.PAT so that small island polygons can be excluded from the labelling process. Once region feature tables are accepted, the redundant items are likely to be dropped from the polygon feature table. Dataset Source: Most of the linework and the AS2482 feature is derived from base coverages. Otherwise, linework was taken from the original BLOCK100 library coverage which was mostly derived from base coverages but did not include AS2482 coding. Many additional small arcs were digitised to connect base data arcs. (eg. to connect the end of a road to a stream). Dataset Originality: Primary & Derived

Description
This current version of formb100 is maintained by editing the basic polygons of the coverage (which correspond to blocks) and then using an automated process (fs_formb.aml) to rebuild all the region subclasses that may be defined that are aggregations of blocks. The definition of the aggregations is maintained in the lookup tables block.lut and block_c.lut which are located in /cdb/lut.
